La planificación estratégica en gobiernos descentralizados constituye un desafío persistente en América Latina, donde la brecha entre formulación y ejecución compromete la efectividad de la gestión pública local. Al respecto, el objetivo de la investigación fue precisar los factores de calidad de planificación estratégica asociados a la capacidad de implementación del Plan de Desarrollo y Ordenamiento Territorial de un Gobierno Autónomo Descentralizado durante 2016-2024. Estudio descriptivo-longitudinal con enfoque cuantitativo, diseño no experimental y documental. Se analizaron liquidaciones presupuestarias mediante matriz documental y software jamovi, construyendo el Índice de Calidad de Planificación Estratégica. La ejecución presupuestaria mejoró del 68,97% (2016) al 96,63% (2023). El ICPE mostró correlación positiva con la ejecución (r≈0,78; R²≈0,61). Se identificaron tres fases: consolidación, resiliencia y excelencia, con punto de inflexión en 2022-2023. La calidad de planificación estratégica muestra una asociación positiva y consistente con la capacidad de implementación cuando se articula con fortalecimiento institucional, sistemas de seguimiento y coordinación interinstitucional.

Strategic planning in decentralized governments remains a persistent challenge in Latin America, where the gap between formulation and execution often undermines local public management efficacy. This study identifies the strategic planning quality factors associated with the implementation capacity of the Development and Land Use Planning Plan (PDOT) within a Decentralized Autonomous Government from 2016 to 2024. Adopting a quantitative, descriptive-longitudinal, and non-experimental documentary design, the research analyzed budget settlements using a documentary matrix and Jamovi software to construct the Strategic Planning Quality Index (SPQI). Findings reveal that budget execution improved from 68.97% in 2016 to 96.63% in 2023, while the SPQI demonstrated a strong positive correlation with execution (r≈0.78; R2≈0.61). Furthermore, the research identified three distinct phases; consolidation, resilience, and excellence with a critical turning point occurring between 2022 and 2023. Ultimately, strategic planning quality significantly enhances implementation capacity when integrated with institutional strengthening, robust monitoring systems, and inter-institutional coordination.
